Hi,
What is the difference between CIF target and SIF target? What is the related applications
for them? If I get the decoded frames with 25fps, but the TV system is NTSC, 30fps, how to convert
the video from 25fps to 30fps? Or how to convert between 25fps system and 30fps system?

The trouble with that link is that it uses the old domain lists.m4if.org
instead of lists.mpegif.org, so it doesn't work, at least not for me
when I tested it today.

Yes, I found it by chance today when visiting the homepage again, but in
my opinion a search function should be placed either on the left side
with the main navigation links or on the bottom in the navigation bar,
because it's too important to be overlooked.
By the way, this method (using site: plus domain in Google) is also
useful for other related websites without an own search engine, e.g.:
the MPEG homepage: site:mpeg.telecomitalialab.com (offline at the
moment)
or the MPEG Audio Subgroup: site:www.tnt.uni-hannover.de

PCU is defined in terms of MOPS. But what do you consider as an
operation?

Does any one know if I can use QuickTime Pro API to do
hinting of an encoded Mpeg-4 file, such that I can
stream the file with DSS?
If so, could you tell me how to do it? If not, then is
there anyway I can hint a Mpeg-4 file instead of using QuickTime Export function, as I need to embedded the function into my own program? Actually, I've tried MP4Box to hint the mp4 file, though the resulting file can be streamed by DSS, the video is freezed at the first frame.
