Dear Amit,
As antonio has suggested try to format the encoder.cfg file properly in
order to encode your file. YUV files are headerless files and the encoder
has no idea of the format (frame numbers, resolution etc) or even the
encoding options  that you wish to use.
I also would strongly recommend that you download a newer version than JM73
such as JM75b. Actually there were some additional bug fixes after this
release and I suspect that Karsten should release a new version soon as
well. My recommendation is to wait for that release. For your reference
there are too many bugs in the JM73 version you are using, while many
features are not supported.

thnk u very much for ur help. i'll try that thing. but in my file i think
there is 300 frames(around 12MB). so should i write 300 frames to be
encoded? i think it will take too much time.

Ok, i realize what is your problem. The output file 
(test_dec.yuv, if you don't changed) is always of 112kb 
because in the config file encoder.cfg, the default 
settings are to code 2 frames, this is because your 
output. I suggest to take a closer look at this config 
file
and then set the codec to perform what you desire.
