[Mp4-tech] [streaming] Video/audio translation over internet

Hello,
There is a need to perform video(and audio) stream transmission over
the internet.
Is there a some ready-to-use tools (probably paid) in order just to
plug it into the own source code and transmit video?
It is desirable to receive video stream both by standard software
(Windows Media Player, RealPlayer, etc) and by own software.
Is there some COM-interface or API for Windows Media Player,
RealPlayer or QuickTime?
Is the same possbile for PocketPC platform?
