[Mp4-tech] [general] which codec to choose

Hello,
Which codec to choose for video surveillance system?
The requirements are:
- maintain wide range of quality/speed parameters from high quality to
  low bandwidth video
- store (and search) custom data in the video stream
- it will be a benefit when the standard software will understand this
  codec
Is there a some ready-to-use tools (probably paid) in order just to
plug it into the own source code and compress/decompress video/audio
stream?
