You could have a look at document VCEG-N83 which describes an earlier version of the test model and includes an overview of the motion estimation mechanisms.

I have downloaded the JVT 8.2 reference source code for H.264 Video Codec
from HYPERLINK "http://bs.hhi.de/~suehring/tml/"http://bs.hhi.de/~suehring/tml/ to understand how Motion estimation is implemented in the software.
I guess I have to study the theory before I debug the code. Is any documentaion available on the Motion estimation technique used in JVT 8.2 ?
