[Mp4-tech] [video] Scalability

As far as I understand, MPEG-4 standard defines both temporal and spatial 
scalability, but I failed to find any implementation claiming to be doing 
scalable encoding. Does anyone know any MPEG-4 encoder with scalability 
implementation?
What we need to do is to decompress a lower resolution (or lower fps) 
sequence in some cases (because of the processing power limitations). 
However this doesn't seem to be possible unless two separate compressor is 
used. (For instance, in the case of a D1 video, odd-fields and even-fields 
could be compressed using individual compressor and streams could be 
stored separately and when there isn't enough processing power only odd 
-or even- fields are decompressed and displayed). 
I would appreciate any pointers and/or ideas regarding the scalability 
aspects.
