Hi,
You can create an encoder without half-pel but you will tend to suffer from
bad grainy coding artifacts. Try encoding a test sequence, such as ferris,
with one of the reference encoders (Microsoft or MoMuSys) with half-pel
switched off, as an example.
You definitely need to support it in the simple profile decoder.
Not doing half-pel is usually an attempt in software encoders to avoid doing
the high CPU intensive half-pel operations. The MPEG-4 spec contains some
alternatives in Annex I, I believe, such as early exit..but of course never
as good as doing the full search with half-pel, typically as with hardware
encoders.

Could anyone tell me whether halfpel search is mandatory to say MPEG4 codec
simple visual profile compliance. 
If we use fullpel search alone, will the codec meet SVP compliance ?
