[Mp4-tech] Texture coding

Hai all,
  I would like to know information regarding the Texture coding.For intra coding after computing the run-level , how to find the VLC for that.I am not having any idea about the inter coding.on which frame we have to apply dct and all.(Is it the error frame).Please let me clear these things.
