[Mp4-tech] MPEG-4 and H.264 over RTP

Dear experts,
Would you know any streaming server that can produce RTP packets with
MPEG-4 and H.264 bitstream?
I am looking for such a server that conforms to RFC3016, RFC3640, and
RFC3984 to test my decoder.
By the way, RFC3016 and RFC3640 don't define any information like MediaBox
that includes metadata for presentation and searching.
Does it mean that the decoder side only can rely on the timestamp in RTP
packets for presentation and searching?
RFC3016 : RTP Payload format for MPEG-4 Audio/Visual Streams
RFC3984 : RTP Payload format for H.264 Video
RFC3640 : RTP Payload format for transport of MPEG4-Elementary Stream
