[Mp4-tech] [H.264] nal_ref_idc

Dear experts, 
I find in the standard that the size of nal_ref_idc is u(2), which means 
two bits.
However, there seems only the information in the standard about whether 
nal_ref_idc equals to zero or not.
So, what is the purpose for two bits?
Do I miss some information?
