Dear Danijel,
the MPEG-4 Audio reference software decoder is capable to decode aac 
with LATM header. This software (the latest publicly available version) 
can be retrieved here:
http://standards.iso.org/ittf/PubliclyAvailableStandards/ISO_IEC_14496-5_2001_Amd_6_Reference_Software/audio.zip
Run "make mp4audec" in the subdirectory audio/natural/mp4AudVm_Rewrite.
