If you have fixed_frame_rate_flag = 0, there is really no need to
indicate that you are "skipping" a frame -- to skip a frame you simply
don't send it.
If you have fixed_frame_rate_flag = 1, the best method is perhaps to
send a slice in which all macroblocks of the entire picture are coded in
P_Skip mode.  Such a slice would be representable with very few bits.

	Is there a way in H.264 to report the skip of the encoding of a
frame without having to use Annex D or Annex E (VUI and SEI) and without
relaying on levels above H.264, like RTP for example. From what I
understand framenum can not be used for those purposes, is that correct?
