[Mp4-tech] H.263+ should support all annexes from I to T?

Hi,
      We know H.263 has three versions, which all is referred to H.263,
H.263+, H.263++. At last H.263 uses profiles and levels to state the
capability of decoders and encoders.
But many codecs states that they support H.263+. In the H.263 of version 2,
Annnex I to T are added. If the implementation of H.263+ supports all these
annexes, it will be very
difficult. If a decoder states it supports H.263+, it should support all
annexes from I to T? If not, which annexes are used in productions
supporting H.263+?
