[Mp4-tech] H.263+ should support all annexes from I to T?

There has been a diversity of decisions made by individual implementers
about which optional features to support.  MPEG-4 part 2 includes only
the "baseline" subset of the H.263 Version 1 capabilities (no optional
features).  
Annex X specifies some particular profiles.  ITU-T videoconferencing
systems tend to provide a very flexible way for decoders and encoders to
declare their capabilities and negotiate a mutually-desirable
configuration.  However, it may be desirable to try to implement the
options in a packaged fashion as found in Annex X, since those packages
were created with a desire for such convergence on a few popular
configurations.

	      We know H.263 has three versions, which all is referred to
H.263, H.263+, H.263++. At last H.263 uses profiles and levels to state
the capability of decoders and encoders.
	But many codecs states that they support H.263+. In the H.263 of
version 2, Annnex I to T are added. If the implementation of H.263+
supports all these annexes, it will be very
	difficult. If a decoder states it supports H.263+, it should
support all annexes from I to T? If not, which annexes are used in
productions supporting H.263+?
