Containing only I frames does not mean a lack of buffering.  Picture outputs could conceivably be delayed in time or re-ordered in such a bitstream.  (However, it might not be a good idea for an encoder to do that.)

                        I would like to know the significance of DPB in a stream containing only I Frames.
In SVA_BA1_B.264 (has all I frames) the SPS information shows Num of Ref Frames = 5.
                        In a stream containing only I Frames, what is the significance of the above information?
