[Mp4-tech] MPEG-2 reference software

Hi all
I have downloaded MPEG-2 reference software(ISO/IEC 13818-5) from
http://standards.iso.org/ittf/PubliclyAvailableStandards/
In this software the LSF (low sampling frequency) part code passes the
conformance criteria but MC (multi channel) code fails the conformance also
MC code doesn't support Layer 3 decoding. 
Can anyone tell me from where can I get conformant MC code of MPEG-2?
