[Mp4-tech] H.263 c reference code

Hi all,
 could someone please inform me where I could find reference 
 software or c reference code for H.263(+/++) standards?
 I need to add some features in H.263.

In this software the LSF (low sampling frequency) part code passes the
conformance criteria but MC (multi channel) code fails the conformance also
MC code doesn't support Layer 3 decoding. 
Can anyone tell me from where can I get conformant MC code of MPEG-2?
