[Mp4-tech] MPEG-2 TS Muxer

The Videolan Client (VLC) can handle MPEG-4 audio in TS. You should give 
it a try.
LOAS and LATM are fully specified in ISO/IEC 14496-3, whereas ADTS and 
ADIF are specified in ISO/IEC 13818-7. Both standards can be obtained 
from ISO.
