SUSPECT: [Mp4-tech] Type of Reference frames?

Pictures in which the slice header syntax element "nal_ref_idc" is equal to 0 are not used for reference.  Other pictures may be used for reference.  This has nothing to do with the concepts of I or B or P prediction types or frame or field coding structure.
