[Mp4-tech] Skip frames in H.264

Hello Everyone,
Is there a way in H.264 to report the skip of the encoding of a frame
without having to use Annex D or Annex E (VUI and SEI) and without relaying
on levels above H.264, like RTP for example. From what I understand framenum
can not be used for those purposes, is that correct?
