The standard is finalized, it became subpart 9 "MPEG-1/2 Audio in 
MPEG-4" of MPEG-4 Audio (ISO/IEC 14496-3:2005).
Conformance test sequences, reference waveforms and corresponding mp3 
files can be found here:

The appropriate conformance spec is ISO/IEC 14496-4:2004/Amd.18:2007.
The reference software is available to MPEG members only so far, but 
will become available next year as ISO/IEC 14496-5:2001/Amd. 20.
