Meeting 8th M4IF meeting, Barcelona, Spain, January 2002

Title: Resolutions of the 8th (Barcelona) MPEG-4 Industry Forum Meeting
  1. It is noted that due to the fact that travel restrictions still apply, a quorum was not present (see annex A). The meeting was held anyway and work group work was pursued. No decisions requiring a quorum were taken.

  2. The Membership and Nominating Committee has accepted all applicants that have paid their dues and signed the Statutes as new members.

    The following companies and organizations joined M4IF since the San Jose meeting:

    The following Companies resigned from M4IF, or are no longer in existence:

    The list of members is continuously updated and made available on the public part of the M4IF website. M4IF now has 100 Principal members, and 3 Associate members.

  3. M4IF expresses some concern over the number of non-paying members, and requests all delinquent members to pay their dues as soon as possible. M4IF further requests that the Board put non-paying members on notice, following the procedure defined in Article 4 Section 6 of the Statutes.

  4. M4IF recommends to consider appointing, at the next meeting, the following individuals as Directors:

    • Shawn Ambwani of Envivio
    • Klaus Diepold of Dynapel, Inc.
    • Peter Haighton of VideoSpheres
    • a fourth member from the Asia/Pacific region, to be recruited by the Board. Nominations for this position are welcome, and should be sent to Rob Koenen by April 15th.

  5. M4IF requests the Board to work with Global Inventures to get a balanced level of activities and expenses.

  6. M4IF takes note of the preliminary report of the auditing committee (m4-out-20011) and thanks the members of the committee for their work so far.

  7. M4IF understands that the situation with respect to patent licenses is as follows:

    • Visual: Licensing is about to be announced for Simple and Core Profiles. The call for essential patents for Advanced Simple and FGS has been issued, initial submissions are due by March 1st and evaluation will take place from March through June.
    • Audio: Meetings of patent holders are ongoing. M4IF is concerned over the fact that start of licensing is unclear at the moment, and that no public statement has been made about when licensing will start.
    • Systems: M4IF understands that patent holders are meeting, but M4IF is very concerned about the fact that very little is known beyond that, and notably, that no public statements about licensing have been made.
    M4IF reiterates its position that it will be highly beneficial to the adoption of MPEG-4 if license terms for the different parts of the MPEG-4 standard are compatible, and that coordination between all the different agents that might license MPEG-4 technology is highly desirable.

    M4IF approves liaison statement m4-out-20004 to the Patent Holder Entities.

  8. M4IF approves liaison statement m4-out-20003 to the Internet Streaming Media Alliance (ISMA)

  9. M4IF approves the report from the Industry Focus and Interoperability Work Group m4-in-20003, and the test plan m4-out-20006, and notes that:

    1. New interoperability activities are scheduled. These include streaming tests and demos;
    2. Self-certification will be used for establishing conformance. The WG will continue to define the criteria. Criteria will be defined for specific claims, such as 'an M4IF-certified player', 'an M4IF-certified video decoder'.
    3. M4IF thanks Yung Lyul Lee, Jae-Seob Shin, Sehoon Son, Boris Felts, Weiping Li, Jay-Yong Lee for their efforts in running the interop work;
    4. M4IF thanks Marty Stouffer and Klaus Diepold for supplying audiovisual content. M4IF understands that the content is available, free of charge, for non-commercial use in the context of M4IF's goals; Klaus will work with Marty Stouffer to produce a written statement about permitted usage.

  10. M4IF approves the oral report of the Marketing Workgroup, and approves

    • The Marketing Communication Plan (m4-out-20005),
    • M4IF messaging (m4-out-20008)
    • M4IF Marketing Actions Items (m4-out-20009)
    • M4IF Logo Proposal (m4-out-20010)
    and notes that:
    1. M4IF intends to have an NAB presence in a booth shared with ISMA
    2. M4IF organizes the 3rd Workshop and Exhbition on MPEG-4, in San Jose, CA, on 25,26,27 June 2002. M4IF encourages all its members to demonstrate their MPEG-4 technology at this show.
    M4IF thanks Martin Jacklin for his work as a consultant, and looks forward to continued cooperation. M4IF thanks Shawn Ambwani for taking over the Marketing Chairmanship mid-course.

  11. M4IF sets the following mandates for its working groups. (For mail lists and subscriptions, see M4IF website):

    2. To plan demonstrations of interoperable MPEG-4 technology at NAB and WEMP4

  12. The tentative date and place for the 9th (Annual) meeting are as follows:

    Date: Thursday 2 and Friday 3 May 2024
    Time: 9:00 - 18:00 hours on both days
    Place: Fairfax, Virginia
    Meeting fee: approximately USD 100 - 120

    The Board will investigate whether it is desirable to move the meeting to Monday 24 and Tuesday 25 June in San Jose, CA, collocated with WEMP4, and make a timely proposal to the membership.

    The tentative date and place for the 10th (General) meeting are as follows:

    Date: 2 days in September / October 2002
    Time: 9:00 - 18:00
    Place: To be determined, most likely Seoul or Tokyo
    Meeting fee: to be announced

  13. M4IF encourages companies with MPEG-4 products or product plans to send hyperlinks to information to Peter Haighton [[email protected]].

  14. The new information for entering the private area of the web site will be distributed on the Member mailing list within a week. Until such time, the old username and password apply.

  15. These resolutions will be published on the public part of M4IF's website.

  16. M4IF notes that the workgroup meetings on the first half meeting day have allowed much work to be accomplished, and resolves to keep accommodating such meetings in the future, extending them to a full day;

  17. All meeting output will be made available on the private part of M4IF's web site.

  18. The Press Release (m4-out-20002), to be written by Rob Koenen, is approved for distribution and publication on the Forum's web site, together with a list of the companies that were present at the meeting. The release will detail the interoperability results and list the companies that took part in the interop work and have approved their inclusion in the release. It will also announce M4IF's logo and how it will be used. The Press release will be discussed on the Publicity WG reflector.

  19. The Forum thanks Lynne Apodaca of Global Inventures for her efficient organization of the meeting. The Forum thanks the staff of the Catalonia Barcelona Plaza for their professional support of the meeting.
